does the car have to be running in order for me to get my plates? and do i need to have insurance if i want a non operational type thing? thanks

No, but you will need a VIN verification done. Either tow it to DMV, have the local PD come to your house, or a VIN verification co can do it.

When I had my last one done all they did was check the vin and signed it off. They are suppose to check your brake and turn signals etc

When I had my last one done all they did was check the vin and signed it off. They are suppose to check your brake and turn signals etc
+1 they checked my brake and turn signals.

the local pd could check it for me also? what do they sign? i just really want to avoid having to take a day off to go and end up getting denied. me and the dmv be beefin'lol

When I went to do my Cobra the lady came out, looked at the VIN tag on the dash, looked at the one on the door and signed it off. She didn't want to check anything else.

Mandatory vehicle registration financial responsibility requirements Financial responsibility must be obtained and maintained on any vehicle operated or parked on California roadways and must be provided as specified below:
•When requested by law enforcement •When renewing vehicle registration (if requested) • Within 30 days of issuance of a registration card for a vehicle being registered in California for the first time, or transfer of ownership. •Within 45 days of the cancellation of a policy for a currently registered vehicle •When the vehicle is involved in a traffic accident.
The law changed in 2006. To obtain plates (registration) or transfer ownership, you've gotta have it.

yeah download and print the vin verification paper work from the DMV website. Then go home call the police department and tell them you need to get a vin verification done. They will send an officer out to your car. Make sure there is no errors in the form. It can't have any cross outs or corrections or DMV will no accept the paper work. It's got to be clean ! Good luck and it's really easy

go back and read what he typed & your post above (Within 30 days of issuance), he won't need insurance for the transfer as he's going to put it on non op, and when you do a transfer you don't need insurance right away as you get 30 days to get it AFTER the transfer, you only need insurance when renewing tags and the car is ALREADY in your name. Sorry, I was going off of his statement of ''needing plates''. You do all the non-ops you want, kinda pointless though to even transfer it if you're not registering it...especially not needing a smog.
