There have been several in Concord here in the East Bay.
I have heard two stories about these road-side smog tests:
1.) They can send you to the ref and penalize you.
2.) They are for survey purposes only and can't legally penalize you in any way.

The biggest thing I heard from an internet lawyer (who knows if real) was that they are voluntary and you can decline to take part.
I've also heard this as well Kevin. If I ever get pulled over in any car I will ask all these questions and attempt to refuse the test.

Luckily the State has tons of Extra money to do this! It would be a different story if we were broke AND pissing the money away.

depends where you live in AZ. I know that the county Pheonix is in requires something ridiculous like cars 65 and up to be smogged. of course its probably not as strict. good luck!

There gathering data because 2013 the whole smog program iis getting changed.also there something like 80 precent failure rate after a smog repair was done with in six months of repair an smog

Ok, I bought my car back in Feb with an of road H. What exactly is this check point? And if I DO have to take it, and i fail, what happens? I see people saying you can refuse but I'm sure they have cops handy and ready to stop you afterward, right?

Just so everyone knows you have a 100% right to refuse !!!!
I have been through these numorous times, they use to setup on a large 2 lane road down the road from my house.
Refused their "survey" everytime !
They use a CHP to direct a vehicle onto the dyno after a vehicle finishes and drives off. If you are the next vehicle CHP will direct you over to take the test.
Just tell them you are refusing the test, I told him flat out it was a waste of my time, taxpayer money, and CHP could be doing something (sure he could find SOMETHING in Stockton)and that I was refusing the test.
They are quite surprised when someone refuses because the use intimidation (use CHP)and never once yell you its voluntary.
As I have said, I have been through multiple stations .... I want EVERYONE to know you have the right to refuse !!!!
Nothing like refusing and driving by a few minutes later and reving the hell out of a Mustang (had glasspacks on it when I purchased 87 GT and resold the car right after)and the looks I got....... PRICELESS
