I've seen them around the Sac / Antelope area. If stopped, tell them they can absolutely search/test your car as soon as they get a warrant Remind the officer this is the United States and everything they're doing is okay, except for that annoying thing called the "US Constitution" So yeah, make sure to be polite and film EVERYTHING. Tell them the video is being uploaded to a website live to they won't try to take your cam/phone. And that you'll be contacting a lawyer and the ACLU. I believe you can also sue them in civil court personally... They have no reasonable expectation of privacy so you're not breaking any laws by recording. Damn, this kind of shit gets me all fired up!!!

Not sure why all this misinformation continues. I guess if I read it on the internet, it must be true.

Roadside smog check is voluntary. They will note your license plate number and that you declined. CARB, by themselves, cannot stop cars, only the police can. That's why there's a cop there.

A cop can pull you over anywhere, anytime for fix-it tickets. If you think that's against your Constitutional rights, take it to the US Supreme Court. You'll lose.

Cars selected for roadside checks fall into 3 groups: random selection, gross polluters, and cars CARB thinks have been modified and may not pass a legal smog check.

The roadside checks aren't so much to go after you, it's to go after fraudulent smog stations. The ones that will pass anything for the right price.
