I have a 98 Cobra, completely stock exhaust system. My friend has an catless x-pipe from his 04 Cobra for sale. Would I be able to bolt that on my 98 without any modifications?

it will bolt up fine.

if you want/need to run the rear o2 sensors, check the placement of them on the pipe. Some 99-04 pipes are setup differently than 96-98 pipes and you physically can't bolt in the rear o2's on a 96-98 car.
